Visit of Ursula von der Leyen, President of the European Commission, to the United Kingdom
On 26 and 27 July 2025, Ursula von der Leyen, president of the European Commission, travelled to Scotland, upon invitation of Donald Trump, President of the United States, to discuss transatlantic trade relations. The first day, Ursula von der Leyen met with John Swinney, First Minister of the Scottish Government, in Glasgow. The next, Ursula von der Leyen and Donald Trump had a meeting in Ayr, where they agreed on a political deal to stabilise EU-US trade relations and ease global competitiveness concerns. This agreement sets a 15% tariff ceiling for most EU goods exported to the US, offering relief in sectors like steel, aluminium, and cars, while also liberalising certain trades of mutual interest. The deal restores former tariff rates on strategic EU exports, aims to protect key industries from global overcapacity, and promotes cooperation on standards and economic security. Although not legally binding, this deal paves the way for ongoing negotiations to enhance trade and investment ties, while respecting the EU's regulatory sovereignty.
