On 28 September 2022, Ursula von der Leyen, President of the European Commission, and Josep Borrell Fontelles, High Representative of the Union for Foreign Affairs and Security Policy and Vice-President of the European Commission in charge of a stronger Europe in the World, made a press statement on a new package of restrictive measures against Russia held in Brussels, Belgium.

Since the conflict began between Ukraine and Russia, the European Union imposed a number of actions against Russia, including individual sanctions, economic sanctions and diplomatic measures.
