On 26 October 2022, Josep Borrell Fontelles, High Representative of the Union for Foreign Affairs and Security Policy and Vice-President of the European Commission in charge of a stronger Europe in the World, went to Buenos Aires, Argentina, where he met with Alberto Ángel Fernández, President of Argentina, Sergio Tomás Massa, Argentinian Minister for Economy, and Santiago Cafiero, Argentinian Minister for Foreign Affairs, International Trade and Worship. With Santiago Cafiero, Josep Borrell Fontelles discussed the Mercosur agreement and the rise of energy and food prices due to the Russian invasion of Ukraine.

Josep Borrell Fontelles also attended a roundtable meeting of the thirty-ninth session of the Economic Commission for Latin America and the Caribbean (ECLAC) (24-26 October 2022), with Ministers for Foreign Affairs and high-level authorities from Latin American and Caribbean countries, and other political figures from outside the region.
