On 26 and 27 October 2022, Josep Borrell Fontelles, High Representative of the Union and Vice-President of the European Commission in charge of A Stronger Europe in the World, travelled to Buenos Aires, Argentina to participate at the 3rd EU-CELAC ministerial meeting, focused on the theme "Renewing the bi-regional partnership to strengthen peace and sustainable development", where he gave an opening speech. During his speech Josep Borrell Fontelles stressed the need to intensify political dialogue at the highest level, with the organisation of an EU - CELAC Summit in the second half of 2023. He also remarked on the efforts to modernise and complete the vast network of trade and partnership agreements, which is the case for 27 of the 33 countries in the region, with convergence around joint priorities, such as: advancing the digital revolution, enhance economic development, create cohesive societies by fighting inequality, fight climate change. Finally, the collaborate in the promotion of peace, democracy and human rights. Later, Josep Borrell Fontelles participated at the conference “América Latina y la Unión Europea ante los nuevos desafíos geopolíticos”.
