On 23 March 2023, Ursula von der Leyen, President of the European Commission, accompanied by Josep Borrell Fontelles, High Representative of the Union for Foreign Affairs and Security Policy and Vice-President of the European Commission in charge of a stronger Europe in the World, participated with the Heads of State or Government in the European Council hosted by Charles Michel, President of the European Council, in Brussels, Belgium.

During the spring European Council, the EU leaders discussed the latest developments in relation to Russia’s war of aggression against Ukraine and continued EU support for Ukraine. Volodymyr Zelenskyy, President of Ukraine, joined the EU Heads of State or Government via video conference.

Competitiveness, single market and the economy, energy, external relations and other topics, including migration were also discussed.
