On 20 July 2023, Josep Borrell Fontelles, High Representative of the Union for Foreign Affairs and Security Policy, chaired the Foreign Affairs Council in Brussels, Belgium.

The Council discussed the Russian aggression against Ukraine, the EU-Türkiye relations and the EU-US foreign policy cooperation and coordination. On this occasion, Josep Borrell Fontelles presented to the Council the joint communication of the European Commission and the High Representative on a 'European Economic Security Strategy' of 20 June 2023, focusing on its foreign policy dimension.
