On 31 August 2023, Josep Borrell Fontelles, High Representative of the Union for Foreign Affairs and Security Policy and President of the Council, participated together with José Manuel Albares Bueno, Spanish Minister for Foreign Affairs, European Union and Cooperation, in the informal meeting of Ministers for Foreign Affairs (Gymnich), held in Toledo, Spain.

On this occasion, ministers discussed the situation in the Sahel and, particularly, in Niger, as well as the Russian aggression against Ukraine and the peace formula proposed by Kyiv.
