On 23 October 2023, Josep Borrell Fontelles, High Representative of the Union for Foreign Affairs and Security Policy and Vice-President of the European Commission in charge of a stronger Europe in the World, chaired the 3978th meeting of Foreign Affairs Council in Luxembourg.

On this occasion, the Foreign Affairs ministers focused on namely the situation in Israel and in the region, the Russia’s aggression against Ukraine and the adoption of sanctions targeting those who undermine stability, democracy, and the rule of law in Niger.
