On 19 November 2023, Josep Borrell Fontelles, High Representative of the Union for Foreign Affairs and Security Policy and Vice-President of the European Commission in charge of a stronger Europe in the World, travelled to Doha, Qatar, where he namely met with Mohammed bin Abdulrahman bin Jassim Al-Thani, Qatari Prime Minister and Minister for Foreign Affairs.
