On 22 January 2024, Josep Borrell Fontelles, High Representative of the Union for Foreign Affairs and Security Policy, chaired the 4001st meeting of the Foreign Affairs Council in Brussels, Belgium.

The Council discussed the Russian aggression against Ukraine, after an informal exchange of views with Dmytro Kuleba, Ukrainian Minister for Foreign Affairs, who attended via videoconference. The Council then continued with the situation in the Middle East. Under current affairs, the Council discussed Azerbaijan and Armenia.
