On 20 September 2024, Ursula von der Leyen, President of the European Commission, travelled to Ukraine.
Through this visit, the European Commission once again took an important step to strengthen its support for Ukraine by unveiling a large-scale financial aid program. This package includes a cooperation loan with Ukraine worth up to 45 billion euros, complemented by an exceptional macro-financial assistance (MFA) loan of up to 35 billion euros. This fund was notably financed by the seizure of frozen Russian assets and will play a crucial role in the reconstruction of Ukraine's energy infrastructure in preparation for the winter months. This initiative sent a clear signal that the burden of rebuilding Ukraine will be borne by those responsible for its destruction. This approach will be applied for the first time in a structured manner and on such a scale by the European Union and G7 lenders, ensuring stable and long-term financial support for Ukraine's recovery and resilience.
