On 1 April 2025, Kaja Kallas, High Representative of the Union for Foreign Affairs and Security Policy and Vice-President of the European Commission, participated in the Plenary Session of the European Parliament in Strasbourg, France. During her address to the Parliament, she stressed the atrocities committed in Bucha, Ukraine, three years ago, highlighting the overwhelming evidence of war crimes by Russian forces. She emphasised the grave impact on Ukrainian children, including forced deportations and educational disruptions, with the EU actively involved in efforts to return these children to their families. Kallas condemned Russia's violations of human rights and international law, including torture and sexual violence, and stressed the importance of accountability. The EU supports Ukraine's pursuit of justice through evidence collection and legal proceedings, backing the International Criminal Court's arrest warrants for key Russian figures. Kallas noted the EU's role in establishing a special tribunal for crimes of aggression and a register of damages.
